Senior Policy Consultant

Employment Term: Full-Time Permanent

Compensation: $97,147 - $126,028

Description:

Reporting to the Director of Policy, the Senior Policy Consultant works with a high level of independence conducting research, providing advice and supporting analysis on policy issues in the Saskatchewan gaming sector.

Responsibilities:

The Senior Policy Consultant will: 

  • Unlock insights from internal and external data to communicate meaning for decision-makers.
  • Conduct complex strategic, public policy, and economic analysis on a wide range of gaming issues.
  • Conduct research into gaming and responsible gambling trends, issues, and developments in Canada and internationally to provide advice and inform the development of the province’s gaming strategy.
  • Design, execute and set the standards for methodologically sound data analysis for the Saskatchewan gaming sector while ensuring all data extraction, storage and analyses are in accordance with relevant privacy protocols.
  • Develop, maintain, and communicate performance and research results to senior leaders and stakeholders.
  • Work closely with stakeholders and partners to facilitate strategic collaboration.
  • Develop a variety of materials including spreadsheets, databases, dashboards, reports, presentations, decision and information items, speaking notes, briefing notes, and letters.
  • Manage grants and contracts.

Requirements:

Typically, the knowledge required for this position would be gained through post-secondary education in the social sciences, public policy or a related field. This includes an understanding of strategic policy development, strategic planning, performance measurement and the ability to think strategically, consider various scenarios, and develop evidence-based analysis and advice.

Our ideal candidate will have experience conducting analysis to derive insights from research; advancing complex files that require working with multiple partners with competing interests; and an understanding of provincial government decision-making processes. Knowledge of responsible gambling and interjurisdictional gaming sector issues and trends would be considered an asset. Proficiency with analytical software such as SAS, MS Power BI, Excel, R, Python is also an asset.

Using a variety of assessment tools such as in-person interviews, written examinations and reference checks, candidates will be assessed against the following competencies:

DATA ANALYSIS AND INTERPRETATION: Analyses, interprets and clearly explains results of data and trend analysis, and their implications, to support organizational decision-making.

LEADERSHIP: Effectively manages team members in ways that improve their knowledge, skills and abilities to perform their regular work duties and succeed on the job.

BUSINESS ACUMEN: The ability to understand the business implications of decisions and the ability to strive to improve organizational performance. It requires an awareness of business issues, processes and outcomes as they impact the client’s and the organization’s business needs. (e.g. costs, cash flow, profits, etc.)

ACCOUNTABILITY: Takes personal responsibility for one’s own regular work duties, services and/or activities; acknowledges and learns from past errors without blaming others; and recognizes the impact that one’s behaviours, actions and/or words has on other team members throughout the corporation and/or with external stakeholders.

PROBLEM SOLVING: Identifies, plans and resolves complicated workplace problems and/or issues; and, ensures that work decisions are made based on LGS’s policies, procedures, guidelines, operational and strategic direction.

STRATEGIC ORIENTATION: Linking long-range visions and concepts to daily work and thinking and acting upon the big picture. Taking the long-term view and developing appropriate strategies or plans to meet goals.

ORGANIZATION BUILDING: Shaping the organization, in terms of structure and/or activity, to fit external realities (e.g. markets, politics, competition, interest rates) and human resources (e.g. personality traits, skills, potential).

COMMUNICATE EFFECTIVELY: Shares and receives information using clear verbal, written and interpersonal communication skills with other team members throughout the corporation and/or with external stakeholders. Communicates complex research results to senior leaders through data visualization, oral presentation and written communication, including advising on the validity of findings and recommends evidence-informed actions to improve sector effectiveness and efficiency.

Work Eligibility:

You must be able to obtain and maintain a Gaming Employee Certificate of Registration. You must be legally entitled to work in Canada.
